A Trilateral Contact Group’s (Ukraine, Russia, OSCE) regular meeting took place in a video conference format on 22 July 2020. According to the adopted decision, the regime of the full and comprehensive ceasefire must be upheld staring from 00:01 on 27 July 2020, the Office of the President reports (OP).

“The breakthrough in the Group’s work in this direction is the result of the efficient Ukrainian delegation job with the support of our international partners in Berlin and Paris, as well as the work of political advisers and foreign ministers of the ‘Normandy format’ countries. Today, at the Trilateral Contact Group’s meeting, the parties with the OSCE intermediation agreed to take measures to strengthen the ceasefire until a full settlement of the international armed conflict in the Ukrainian Donbas,” the OP said.

One reports that the relevant measures were agreed by Ukraine and Russia and supported by the OSCE at the Trilateral Contact Group’s meeting. The full and comprehensive ceasefire regime, observed by the other party, is a basic precondition for the Minsk agreements implementation and opens the way to other provisions of implementation of these agreements.

Ukraine has reaffirmed the full readiness to adhere to the agreements achieved at the December summit in Paris at the level of the “Normandy format” countries’ leaders and its commitment to the Minsk agreements implementation.

The fact of large-scale agreements was also confirmed by ORDLO rebels, who are part of the Russian side in the Minsk group.

“Participants of the contact group at a video conference approved a package of additional measures to strengthen and control the current truce,” the so-called, “Ministry of Foreign Affairs of the DPR” said in a statement.

“Today’s meeting brought the long-awaited results in terms of agreement and approval of an additional measures package to control the current ceasefire, which consists of the most important requirements for the parties,” the statement continued.

The OSCE SMM will facilitate and support the implementation of these measures. Within the political group, it was stressed that a complete and comprehensive ceasefire is a basic precondition for a political settlement. After all, elections in the temporarily occupied territories of Ukraine are possible only under the following conditions:

  • a comprehensive de-escalation;
  • the withdrawal of foreign military units and equipment and illegal armed groups disarmament;
  • the restoration of Government of Ukraine control over the Ukrainian-Russian border;
  • the organization of the elections exclusively, according to the legislation of Ukraine and OSCE Copenhagen standards.

Within the humanitarian group, the Ukrainian side, as agreed, handed over the lists of persons for mutual release and expects the same from the other side.
